As Yasser Arafat and his Palestinian Liberation Organization were massing troops along the Israeli-Lebanese border, Israeli Prime Minister Menaḥem Begin (Likud) visited United States President Ronald Reagan in Washington to ensure that the US-Israel relationship not suffer from the looming conflict.
