A Mixed Message on Gentiles in the Land

Does the Torah demand Israel drive out the Palestinians?
The Ramban clarifies the Torah's 'contradictory' positions on non-Israelite populations in the land.

On the one hand, the Torah commands Israel to deal justly and kindly with the stranger in the land (Sh’mot 23:9, 22:20, Vayikra 19:34, D’varim 10:19).

But there’s also a Divine commandment to dispossess the land’s non-Israelite inhabitants (Bamidbar 33:52, 55-56).

How should these laws be understood in relation to the Palestinian question?
